SCHEMES IMPLEMENTED BY DEPARTMENT

 

                   In the department, the main schemes being implemented are state plan and Centrally Sponsored Scheme. Apart from these schemes, there are some other projects and schemes that are being implemented by taking direct financial assistance from other departments/agencies, as per following detail:

1.    

SC(A)3.1 Soil & Water conservation on watershed  basis in Kandi non-project Areas

It is an ongoing scheme since 1974-75. Its major activities include Construction of silt-cum-Water Detention Measures/ Rainwater Harvesting Structures to check Soil Erosion in kandi area.

Scheme has been proposed for the current year to the Planning Deptt.

3000 hectares area is to be treated for Erosion control and to help Ground water recharge.

Rs. 15 crore and Rs. 3 crore for 11th Five Year Plan 2002-07 and Annual Plan 2007-08 respectively

SC(A)3.2 Soil & Water conservation programme in other areas of the state.

It is an ongoing scheme since 1981-82. On-farm Water Conservation activities like providing of underground irrigation water conveyance system on tubewells/ common water courses, Field Drainage, Use of treated sullage water and creating awareness regarding saving of irrigation water.

Scheme has been proposed for the current year to the Planning Deptt.

50 Nos. Community Underground Pipeline projects benefiting an area of 2500 hectares, thus saving irrigation water, power, labour, land etc.

SC(A)6.1 Provision for Machinery Division at Head Quarter.

It is an ongoing scheme since 1990-91. Heavy machinery like Bulldozers, Excavators-cum-loaders for development of land is provided on custom hiring basis at subsidized rates. The scheme will shall recover an amount of Rs. 75 Lakhs as custom hiring charges against an expenditure of Rs. 50 Lakhs.

Scheme has been proposed for the current year to the Planning Deptt.

750 hectares of land shall be developed by the farmers by availing the heavy machinery of the Department.

Rs. 2.50 crore and Rs. 0.50 crore for 11th Five Year Plan 2002-07 and Annual Plan 2007-08 respectively

SC (A)7.4 Restoring the Capacity of existing water harvesting structures and construction of new water harvesting structures (ACA)

It is a One-time assistance provided by GOI. The Department has proposed 2 proposals to the Planning Deptt.

Under 1st scheme, it is proposed to construct 100 Nos. Water Harvesting Structure and 500 Nos. Water bodies are proposed to be de-silted.

Under the 2nd Scheme, it is proposed that assistance may be provided for 500 Laser Levelers with Tractors (50 HP) in the next 5 years. The assistance may be provided to the Farmers’ Interest Groups (FIGs) @ 75% of the total cost of Rs. 8 Lacs of the Laser Levelers with Tractors (50 HP).

Scheme has been proposed for the current year to the Planning Deptt.

The structures constructed under the 1st scheme shall help in providing irrigation to gross area of about 6000 hectares.

The 500 machines provided for Laser leveling under the 2nd Scheme shall benefit an area of 2 lakh hectares.

Centrally sponsored SCHEMES

1.

SC(A) 7.3 & CS-7 Macro Management Works Plan (90:10 GOI:State sharing)

The National Watershed Development Project for Rainfed Areas (NWDPRA) and Treatment of catchment area of Flood Prone River (FPR) are to be implemented in selective 50 Micro-watersheds having a total area of 50,000 ha to be treated in next 5 years in kandi area. The objective is to enhance the productivity of rainfed areas with Integrated Watershed Development approach.

Scheme has been proposed for the current year to the GOI and the State Planning Deptt.

Enhancing productivity in 50,000 hectares of rainfed area in kandi belt through Integrated Watershed Management.

Rs. 75 crore and Rs. 15 crore for 11th Five Year Plan 2002-07 and Annual Plan 2007-08 respectively

SC(A) 7.5 & CS-8  Pilot Project on Reclamation of Ravenous and Gullied Land under Technology Development, Extension and Training (TDET) (60:40 GOI:Beneficiary sharing)

This is a special project being implemented on GOI: Beneficiary 60:40 basis. At present, One Project for Rs. 276.91 Lakhs is ongoing in Amritsar district. An amount of Rs. 21.51 Lakhs was released during 2006-07 as a part of 1st Installment by GOI which was spent. Apart from the balance amount likely to be released for Amritsar district, a few more projects of different districts are under consideration of GOI, which may be approved during the Year 2007-08. The major objective of these projects is to treat & reclaim the ravenous & gullied land in various districts.

Project/ Scheme has been proposed for the current year to the GOI and the State Planning Deptt.

The Project for Amritsar district alone shall help in treatment & reclamation of 1950 hectares apart form similar projects likely to be approved for other districts from GOI.

SC(A) 7.7 & CS-9 Centrally Sponsored Scheme for Micro Irrigation on Horticulture

(80:20 GOI:State sharing)

A recently started scheme to promote Drip & Sprinkler irrigation on Horticulture & Non-Horticulture crops with 50% subsidy to the beneficiaries. 1423 hectares covered under drip & Sprinkler irrigation during 2006-07.

Scheme has been proposed for the current year to the GOI and the State Planning Deptt.

More than 5000 hectares are proposed to be covered under drip & Sprinkler irrigation during 2007-08. Focus shall be on all Horticulture crops and Non-horticulture crops like Sugarcane.

Rs. 25 crore and Rs. 11 crore for 11th Five Year Plan 2002-07 and Annual Plan 2007-08 respectively

OTHER SPECIALLY PROPOSED SCHEMES FOR THE YeAR 2007-08

3.    

Scheme for Rain Water Harvesting & Augmentation of village pond for ground water recharge

Augmentation of 1200 Nos. village pond and infra structure for irrigation (Pump, Engine and UGPS).

Construction of 500 Nos. Rain Water Harvesting Structure/Check Dams in Kandi Area

Scheme submitted to the Planning Deptt.

The Scheme shall not only help in a storage/ recharge of 25 Million Cubic Metre (MCM) of water but shall also help in providing irrigation to more than 5000 hectares every year.

Rs. 50 crore and Rs. 10 crore for 11th Five Year Plan 2002-07 and Annual Plan 2007-08 respectively

Scheme for Ground Water Recharge through Dug Wells

The total cost of the Project for 5 years shall be 70 Crores for 1 Lakh Dug Wells. Which shall be provided to Small & Marginal farmers for 40000 Dug wells @ 100% assistance and to Other farmers for 60000 Dug wells @ 50% assistance on the cost of Dug well. For the Year 2007-08, the amount of assistance required shall be Rs. 14 Crores for 20,000 Dug Wells.

Scheme submitted to the Govt.

The annual recharge and saving of water from 100000 Dug Wells shall be 22.5 MCM (Million Cubic Metres).
